I'd like to talk about a law I would genuinely love to see in Vietnam, which is a strict limit on karaoke in residential areas. To be specific, I'd ban the use of those huge portable speakers at home after nine o'clock at night, with a proper fine, say two million dong, for anyone who ignores it. I know some rules about noise already exist on paper, but in my experience they're hardly ever enforced. I have a very personal reason for this. I live with my parents in a narrow alley in Bien Hoa, and the family three doors down owns a speaker roughly the size of a fridge. Almost every weekend they sing from late afternoon until close to midnight. Last year, the night before my university entrance exam, I ended up studying with a pillow tied around my head. When my father went over to ask them politely to stop, the man just smiled and said, 'Come on, we only live once, join us for a song!' The people affected would obviously be the enthusiastic singers, but they could still go to a karaoke bar with soundproof rooms, which is what those places are for. Everyone else would benefit: shift workers, babies, elderly people, and students like me. I think it would make neighbourhoods calmer and, oddly enough, friendlier, because right now a lot of people quietly resent their neighbours without saying anything. I realise it wouldn't be popular with everyone. Singing badly at high volume is practically a national hobby. But I'd happily trade a little of that tradition for one quiet Saturday night.
